I think no.
The GPS capability is part of the 3G chipset not present on I pad.

app with gps cant detect my location so is not problem with ipad,if dont have gps chip

Apple does not integrate GPS on the Wi-Fi models. Only the Wi-Fi + Cellular iPads can support GPS.

so location can determine only with wi-fi conection,there no sim and gps.
and my internet provider is 40km far away

However, wi-fi location can be pretty accurate. My wi-fi only iPad always locates itself accurately. Apple build a database of wi-fi spot locations from devices that have used the location and know where they are.
